The banks will give negative appeal for houses, so build them at the end next to each other and leave the next lot free before you build a house

Buy the maximum amount of materials and build a Hacienda. Paint and upgrade to 3 stars
If there are smaller houses on premier lots, buy them
But do nothing with them, until the house needs to be repaired or you need the lot

I finally beat the whole game tonight. Level 45 is tough. I built chateaus through the whole thing, on the premier lots and upgraded them to 3 stars. Built a sawmill and garden center and workshop with efficiency. built all my landmarks between houses, and landscaped and inspected all of them. Then bought up about 20,000 in extra materials for that just in case situation. After everything was upgraded and landscaped and such I started tearing down my workshop(last) and other buildings and building my services, while selling all the chateaus. hope this helps someone

When all Premier lots are having Chateaus, start selling the Chateaus on the normal lots

Start building the landmarks, that highers the prize, when you sell the Chateaus

Tear down the Garden Center, when you need the lot

Tear down the workshop as last building, as you need the speed as long as possible
On Level 45 - Pick out a strip of low income damaged houses or low income houses that haven't come up for sale.
Restore the Hacienda by hiring two workers, Paint, and SELL.
Build a Sawmill and Workshop next to each other. Buy highest amount of materials and click EFFICIENCY for workshop. Save spaces next to these so you can make room for Garden Center and Bank, but don't build those yet.
Then start building Chateau Castles away from Building strip, upgrading THREE STARS and inspecting.
Build Garden center and Bank on the strip NEXT TO EACH OTHER with Sawmill and Workshop. Remember to hire the financial advisor.
Build CHATEAU CASTLES everywhere you can and paint, landscape, upgrade to THREE stars. INSPECT INSPECT INSPECT! Put LANDMARKS in between the Chateaus and start selling them gradually - also GO BACK and Landscape earlier castles before selling to obtain Maximum Profit.
Build services but keep them on the edges away from putting Landmarks in between houses.
Buy LOTS of SAWMILL materials - knock down Sawmill. Knock down Garden Center. Knock down Bank. Knock down Workshop and you will have all you need to win!
I struggled with one or two of the earlier levels, but finished this with ease. This post REALLY WORKS!!
